County commissioner race in District 1

There are races for all seven seats on the Leelanau County Board of Commissioners.

Unlike past years when commissioners served two-year terms, those elected Nov. 5 will fill the seats, with four-year terms.

A newcomer and former county commissioner are vying for the District 1 commissioner seat representing Elmwood Township.

Tim McCalley, the Republican nominee, is a retired air traffic control supervisor, and he and his wife are proud to call Leelanau County home. They enjoy biking, boating, spending time with their six children and many grandchildren, and staying active in his church and community.

Rick Robbins is the Democratic nominee. He is a farmer, business owner, and former first responder. Robbins previously served on the County Board of Commissioners as a Republican.

We asked each candidate to respond to three questions, limiting length to 75 words or less.

Here’s what they had to say.

1.) As a result of legislation approved by state lawmakers in late 2023, the length of terms for county commissioners jumped from two years to four years. How will this impact governance at the county level?

McCalley: A four-year term represents a significant change, but it allows a well-functioning board the time needed to develop a sound agenda, gather input, and implement effective policies. Alongside my fellow commissioners, I will focus on fostering a strong local economy and responsible growth, while limiting unnecessary government expansion. My goal is to ensure taxpayers keep more of their hardearned dollars, enjoy quality time with their families, and continue to strengthen family values.

Robbins: With a noticeably short two-year term, one simply must quickly develop and understand many aspects of governance.

Budget management, human resources, zoning, legal challenges, environmental considerations, new legislation, public safety and a variety of other issues. In addition the time involved with meetings, planning, re-searching public input and one does not have enough time to become knowledgeable and proficient to effectively govern. 2.) In recent months, there has been a marked increase in the number of purported violations of the Open Meetings Act (OMA) by county commissioners and a board-appointed task force.

What is your knowledge of the OMA? What can be done to ensure transparency in county government?

McCalley: Open meetings are fundamental to a transparent government. Decision-making behind closed doors, whether in committees or off-site, should not be tolerated. All meetings must provide space for public input, open discussion, and clear decision- making without fear of retaliation. With 25 years of experience as an air traffic control supervisor, I’m not one for indecision. I believe in making straightforward, accountable choices.

Robbins: The Open Meetings Act (OMA) is a law designed to ensure transparency in government by requiring that meeting of public bodies be conducted in a manner that allows the public to attend and observe. 3.) Commissioners have paused its search for a new administrator with the intention of allowing the newlyelected board to select a new administrator in early 2025.

What do you consider the top three attributes of a successful applicant?

McCalley: A successful county administrator must excel in three key areas: 1. Comprehensive Knowledge of Michigan County Government: They should have a strong grasp of Michigan’s laws, regulations, and policies that impact local governance, ensuring that all operations are conducted within legal frameworks.

2. Exceptional Communication and HR Skills: Building strong relationships with the Board of Commissioners, department heads, and the public is essen-tial. An effective administrator should foster transparency, listen to diverse viewpoints, and manage staff … 

Robbins: An effective and efficient representative of the board and the people of Leelanau County. From budget management to human resources, public safety and a variety of other issues, knowledge and proficiency in governing. Must always help the board finds its voice.
